In July 2019, Shanghai Zhang Xiaoquan actively helped create a national civilized urban area in Huangpu District, participated in a two-week volunteer activity on duty at traffic post, assisted the traffic police in directing and evacuating the pedestrians and non-motor vehicles, dissuaded pedestrians and non-motor vehicles from running red lights, crossing lines and other uncivilized behaviors, and guided citizens to walk and drive in a civilized in a civilized manner, so as to create a safe travel environment for the general public.
